LEAP Conference
Location, Enterprise Addressing & PUblic safety Conference

Get ready for LEAP 2026
March 3-5, 2026 - Hosted Virtually

The Geospatial Professional Network has a long-standing commitment to providing high-quality resources and educational content focused on addressing, public safety, and emergency response. Our offerings include webinars, workshops, and the virtual Location, Enterprise Addressing, and Public Safety (LEAP) Conference.

Our members actively support education, standards, and best practice initiatives led by NENA: The 9-1-1 Association, and collaborate closely with state partners through the National States Geographic Information Council (NSGIC).

We are pleased to announce that we are now accepting presentation proposals for the fifth annual LEAP Conference, which will be hosted virtually March 3-5, 2026.

Submit a Presentation Proposal by October 20

The conference agenda is developed from submissions received through the Call for Presentations. Consider these program tracks:

LocationThis track covers the variety of ways location is represented and communicated. Sessions will include civic addressing best practices, representing addresses and locations in 3D, conveying location information for vertical and indoor spaces, and finally, representing and communicating locations where no addresses exist. Examples:

  • Types of spatial reference systems; address reference systems.
    3-D and other future topics.
    what3words, Placekey, Google plus codes.
    Z-axis vertical and indoor locations.
Uses of AI or Automated Location Tracking.

Enterprise Addressing: Address location data is central to mission-critical operations across all levels of government and a broad range of the private sector. Organizations are realizing synergies and economies by integrating authoritative, quality-controlled, GIS-based address repositories with their business processes and systems. This track explores workflows and collaborative tools for good address data management, including case studies and best practice solutions.  Examples include:

  • How to build a repository (Design, legacy cleanup, and QC).
    Operations and maintenance.
    Business processes.
    Inter-agency collaboration.
Incorporating AI or automation into Enterprise Addressing Systems.

Public Safety: Accurate location data is at the core of current and future Public Safety systems. Locating 9-1-1 incidents quickly and accurately is vital to reducing response times in pursuit of saving lives and protecting property. In addition, Next Generation 9-1-1 (NG9-1-1) utilizes GIS data for geospatial call routing of live 9-1-1 calls to the correct Public Safety Answering Point (PSAP). The core databases of all Public Safety systems are locally maintained civic address GIS data layers. This track provides the audience with the steps that can be taken to optimize your addressing systems and GIS data to meet the needs of Public Safety.

Examples:

  • How Addresses Play a Critical Role in NG9-1-1 Implementation.
How Addresses Play a Critical Role in Public Safety Systems.
Emergency Response and Coordination using GIS.
Creative Implementation Strategies for Address and Public Safety Data.
What’s New with the NENA NG9-1-1 Civic Location Data Exchange Standards.
Overview of the NENA NG9-1-1 GIS Data Model.
    9-1-1 in Less Populated Areas.
AI uses in Dispatch and Call Taking.

Additional Education

The fourth annual Location, Enterprise Addressing & Public Safety (LEAP) Conference took place in January 2025 and it was another hit!  Check out the conference program details here . If you missed it, you can register and view the conference proceedings in the GPN Learning Annex.

In addition, an abundance of LEAP Committee sponsored webinars  and the popular workshop, GIS and the 9-1-1 Workflow are available on the Annex.

For Budgeting Purposes

Registration: The cost for individual GPN, NSGIC, and NENA members to attend this three-day, education-packed virtual event is $195. The nonmember registration fee is $295.

A popular alternative option is a Team Registration. For less than the price of two individual attendees, you can organize a group of staff members - as many as you like - to view the proceedings together (perhaps in a conference room with snacks!) for the affordable member price of $350, nonmember price of $450. If registering for group viewing, one primary contact should register as Team (member or nonmember). That individual will receive the log-in/unique connection details, which is NOT forwardable to other users. It is one connection for staff to watch together. A great opportunity for team-building and planning!

Recording: All registered attendees will receive access to the recorded proceedings, so don't worry about missing a session here and there. We know that work and other obligations may not allow you to view from start to finish each day.
